Project Details

Nova SP is the first low-income housing tax credit and opportunity zone project to close in Minnesota. Located at 848 Payne Avenue, in the heart of St. Paul’s East Side, this development consists of 99 studio, one, and two-bedroom units along with 5,600 square feet of ground floor commercial space. Resident amenities include a fitness center, bike storage, package notification and storage system, dog park, outdoor patio space, and on-site management. The project required two contracts: one commercial and one residential.  Multiple funder requirements were met on this St. Paul project.  Despite numerous supply chain issues, Flannery Construction completed this project in compliance with placed in service deadlines associated with Low Income Housing Tax Credits.
