Experience working with complex funding sources
Flannery Construction’s team possesses deep expertise in managing projects with complex funding sources. We specialize in navigating dynamic funding requirements and ensuring compliance. We leverage our established relationships with cities, municipalities, and state/federal agencies to instill confidence in project execution. Here are a few recent projects that involved many funding sources:
825 Arts (formerly the Victoria Theater)
Flannery Construction renovated The Victoria Theater, now named 825 Arts, in the Frogtown neighborhood of St. Paul after it sat empty for decades. Several neighborhood groups secured funding to purchase the building and save it from demolition in order to turn it into a community arts center. Funding came from a mix of city, county, state, federal and parks sources, along with tax credit financing – each of which brought its own requirements and timelines. Further, the building is designated as historic, which added a layer of complexity. Flannery successfully completed the project in 2024.

Plymouth Avenue Apartments
The Plymouth Avenue Apartment Buildings recently added dozens of new affordable housing units to North Minneapolis. The construction of the project involved nearly 20 funding sources across city, state, federal, and county. Flannery Construction expertly planned for and navigated unique time pressures, unplanned delays and subsequent cost increases, specific bidding processes and many other nuanced requirements the varied funding sources mandated.

Sir Boxing Gym
Flannery Construction was hired by boxing enthusiasts Cerresso and Georgia Fort to resurrect an abandoned property and turn it into a community boxing gym in St. Paul. The renovation utilized city and county money, along with historic tax credits and Main Street Funds (DEED).
